In young people, it is quite common to have a low heart rate (to a point), mostly due to high vagal tone or a strong parasympathetic nervous system. Most concerning would be if it was associated with dizziness or episodes of passing out.

Well there are different kinds of bradycardia and in general yes they can progress.
In some patients the heart tends to get progressively slower as that patient gets older.
