Research seems to show that radiation is not a problem. Problem is screen time.
Children should be limited to less than 2 hours/day of total screen time.

In brief: Irrelevent to decide

We get pleanty of daily radiation of the sun in/outside and more if we fly.
Though it will take years to get solid believeable data about phones that passes the smell test; i expect this issue will disappear like the "flat earth" proponents. The issue becomes more about when a child is mature enough to use& not abuse a phone if you get them one. Parents have to make that individual call.
