In brief: Be persistent!!

Persistence is the key to any discipline! i agree with what dr. Webb mentioned, and try that first.
If it doesn't work, then make sure your child knows that no matter what excuse, no matter how much winning or sometimes crying, she still need to brush (and later add flossing) before she goes to bed. If she knows she can't get away, she will stop fighting. But as long as she can... Well....

a Reward system genearlly works better; get a calender and gold stars; apply one to each night the child brushes their teeth without having to be asked. After so many Gold stars have a reward they have earned such as a trip to the zoo

In brief: Sticker chart

Every time they brush their teeth allow your child to pick out a sticker and place it on a chart.
After 7 straight days of brushing at least twice a day (14 stickers!) reward the somehow- a new coloring book, a special trip to the park, etc. This is a good way to positively reinforce good habits like teeth brushing. This method can work for other chores around the house as well.

Your child needs to brush 2x/day for 2 full minutes. Pe persistent so he learns how important this is. Stay with him, use a timer, play a song and brush one whole song, make sure he follows a pattern and doesn't skip around. Try brushing your teeth at the same time so it's a family activity. You also need to floss his teeth daily. Be patient.
