In brief: Stop shaving, 4 now

Razor-bumps result from shaving/cutting the hair too short, thus causing the hair to get stuck under the skin causing the bumps.
Basically these are trapped hair follicles. Use of some exfoliating skin lotion/cream may help the trapped hair to come through to surface and thus resolve the bumps. So, stop shaving too closely will reduce this. Laser/electrolysis is expensive, but no bumps! good luck.
