Hello, that is hard to answer without taking x-rays.
If the bullet is lodged inside the bone, it's unlikely that he will have any problem. He needs to be evaluated by the army doctors (what will be one of the steps in the process of joining the army) to make the final determination if he will be able to join. Good luck!
