If she can't get an appointment, she should go the the emergency room. This is a major problem, even though it might not look as though it is. There is probably a deep infection that will have to be treated with surgery. If untreated, it could end up with an amputation.

When someone has diabetic neuropathy, they lose the "pain" sensory to notice blisters, sores. Also due to her age and hx of dm, she may have a harder time healing wounds and fighting infection off. See a podiatrist asap before her foot gets worse. Get a plan of action and prevention.
