If you had a rash in that area you could be having post herpetic neuralgia or the shingles.
Although unusual it could also be radicular or coming from a nerve pinched high up in your lumbar spine like L1. Also, if you wear tight waisted pants, a tight belt or a heavy tool belt as in construction or law enforcement then you could have local nerve compression. See your PCP and get a work up start.
