In brief: Eyelid skin

The surgeon typically begins by insert the needle into the lateral aspect of the eyelid and advances medially (toward the nose) as he/she injects the local anesthetic.
The injection is made into the area where the surgeon expects to make the incisions.

In brief: Where it needs to be

The needle is placed to deliver the local anesthetic in the areas to be cut and where any work is done.
This is placed just underneath the skin layer and never in the globe itself.

In brief: Under skin

For upper lids injections are given inder the skin and has nothing to do with the eyeball.
For lower lids the injection is given in the inside of the lower lid ( cul de sac) after a numbing drop is placed on the eye. Both injections should give very little discomfort.
