In brief: NOPE

This stuff works well on mucus membranes not intact skin.
There is Benzocaine spray that will penetrate the burn. Also Aspirin and nsaids will help.

In brief: You

You can use Lidocaine topically for pain however a blistering burn is a second degree burn and should be evaluated at least once by a physician comfortable with burn wound management.
Typically you need preventative antibiotic cream and a tetanus booster if not up to date. There are also other pain relievers that can be prescribed orally so as not to continue to rub the burn area unnecessarily with additional topical preparations.
