Can a breast reduction procedure remove only fat and not milk ducts?

In brief: Maybe...
Depending on the technique used, there may be enough breast tissue left (that produces milk), as well as intact breast ducts and the nipple, such that nursing will be possible.
This is what i tell my breast reduction patients: that they may be able to nurse after a reduction, but i cannot guarantee it.

In brief: It's possible
Liposuction is a good way of removing only fat, but would not be covered by insurance or lift the breast.

In brief: Sometimes
Some individuals who have a large component of fat in their breasts may benefit from liposuction of the breasts.

In brief: Yes
You can just remove fat but you wouldn't be getting much of a reduction.
Some milk gland removal is necessary to get a larger reduction.

In brief: No
But breast feeding can still be possible because only a smal fraction of gland may be removed.

In brief: No
When a breast reduction is performed both fatty tissue & the tissue that contains the milk ducts are removed.
There is no way to remove just the fatty tissue. However, in the vast majority of cases, some milk ducts are left behind that are still connected to the nipple. Thus, women who have a breast reduction do have a decreased amount of breast milk produced & may have to supplement with formula.
