In brief: Maybe...

Depending on the technique used, there may be enough breast tissue left (that produces milk), as well as intact breast ducts and the nipple, such that nursing will be possible.
This is what i tell my breast reduction patients: that they may be able to nurse after a reduction, but i cannot guarantee it.

There is no way to remove just the fatty tissue. However, in the vast majority of cases, some milk ducts are left behind that are still connected to the nipple. Thus, women who have a breast reduction do have a decreased amount of breast milk produced & may have to supplement with formula.
