Much more common in males + most common cause in mature men is bph, benign prostatic hypertrophy less often prostate cancer or prostatitis.
Further down from prostate most common blockage is urethral stricture either from trauma, ie straddle injuries or pelvic fractures. Most common in newborn males is posterior urethral valves. In females - urethral diverticulum or skene's gland cyst.
