In brief: Unlikely
There are many causes for havinf sensitivity in the bladder area.
Although cancer may be included, it is unlikely. This is a fairly common complaint and is typically from an overactive bladder or bladder dysfunction, especially if the patient is young and healthy. Of course, other factors must be taken into account such as the patients age, blood in the urine, smoking history, etc.
