There is a small round floater around the size of the head of a pin needle in scrotum. It is not attached to anything just moves around. Is it cancer?

In brief: Unlikely

Testicular cancer is usually felt as a large testicle that is hard and not painful.
Something that floats in the scrotum is most likely veins (varicocele) however please consult with your general doctor for a good exam.
