In brief: See below

A cyst over the duct connecting the root of tongue and thyroid gland is called thyroglossal duct cyst.
Treatment will be the surgical resection of entire duct.

In brief: Congenital defect

A thyroglossal duct cyst is a neck mass or lump that develops from cells and tissues remaining after the formation of the thyroid gland during embryonic development.
It is a congenital (present from birth) defect. Treatment for a thyroglossal cyst is called the sistrunk procedure: surgical resection of the duct to the base of the tongue and removal of the medial segment of the hyoid bone.
