I would recommend eyelid surgery first.
Wait until you are fully healed and the dry eye resolves prior to having lasik. This way manipulation of you eyelids during eyelid surgery does not affect the healing of the corneal flap.

After you are fully recovered and get permission from your surgeon you can consider eyelid surgery. Many times after eyelid surgery you have symptoms of dry eye, this could be very dangerous if your lasik surgery was not completekly healed.
