Is it normal for my knee to be tingling after an MCL tear reconstruction?

it can be. It depends on what was done and how long you are following surgery. If you are in first few weeks following surgery it could related to a number of things, all likely to resolve with time and healing. If it is late, it could represent sensory nerve entrapment and might need to be evaluated.
Yes. There are a number of sensory nerves around that area and it's not unusual for some of them to be irritated by the surgical process causing numbness or tingling.
