Lots of causes. Leg numbness is a non-specific symptom with many causes. A good history and exam, and sometimes full workup including imaging, and nerve studies are needed. The numbness could be due to impingement of a nerve in your back, buttock , leg, or foot, could be due to a metabolic disorder, or even a problem in the brain or spinal cord. C3-4 fusion, c6-7 discectomy. Now left arm shoulder pain, and left leg feels numb and heavy. Is this related to surgery or unrelated?

Possible. The shoulder pain could be referred from the cervical spine either from disc disease, spondylosis or scar tissue formation. The leg symptoms could be related to the cervical spine if there is a significant amount of spinal stenosis, but it is unusual especially if you have already had a two level decompression and fusion.
