The year old periosteal hematoma on my shin is larger than a golf ball. Heat or compression stockings do not help. Can I have surgery on this?

Periosteal hematomas do take a long time to be reabsorbed .
But a year is a very long time and size is worrisome. You should really see physician obtain radiographs.
