In brief: Several things can..

Problems in the ability of the brain to tell the speaking-muscles (in tongue, throat, voicebox, etc.
..) what to do; problems in the tongue, throat, or voicebox themselves; problems in the level of consciousness (such as if sedated); and local anesthesia (such as dental anesthesia) are some of the causes of slurred speech. A new case of slurred speech for no reason may be a stroke (can go to E.R.).

In brief: Slurred speech

Several causes come to mind: alcohol or drug intoxication; oversize tongue (macroglossia); TIA or cva (stroke involving speech area or tongue/mouth muscles used to form speech); dysarthria (overlaps w/ cva; brain tumor); multiple sclerosis; speech impairment (stuttering/lisping/etc).
If occurs suddenly, go to er as may be evolving stroke; otherwise, neurologist's exam can help determine cause.
