In brief: Depends

An early ectopic pregnancy can sometimes be treated medically with a medication called methotrexate.
The success of this therapy depends on the size of the ectopic, HCG level, and compliance of the patient with followup visits. At the doses used to treat ectopic prenancy, it is generally safe and has few side-effects, however close followup is necessary to make sure that the therapy is working.

In brief: Depends

Medical treatment of an ectopic is safe if done early enough.
Criteria include a gestational sac < 3 cm, no cardiac activity, no evidence of internal bleeding (tube rupture), & proof of an ectopic. Labs will also be reviewed to ensure that Methotrexate can be used safely. You also need to be compliant and report any abnormal pain or bleeding to your doc & be prepared for surgery if needed.
