In brief: See an allergist

If she has been on these medications since 4mo without any improvement, i would question the diagnosis, and consider seeing a board-certified allergist.

In brief: Wrong diagnosis?

You didn't state how old she is now, but if she has not responded to albuterol and pulmicort, an alternate diagnosis should be considered.
The hyperactivity can be explained by albuterol which stimulates the heart to beat faster temporarily. Although this is generally safe, & a well know side effect, frequent use will cause children to seem more hyperactive.
