If seeing someone I love make my heart skip a beat, does that mean I have an arrhythmia?

In brief: Yes
Technically it may be called arrhythmia but it is very common.
It is normal to have at least five extra beats per minute. Just to make sure you don't have anything else i would get an EKG and consider a holter monitor but sometimes simply by listening your heart a physician may diagnose extra beats ( PVC or apc) or atrial or other arrhythmias that may require treatment.
