Whay would be a safe INR level to perform rotator cuff surgery?

Being anticoagulated for a medical reason, and the inr is a measure of how "thin" and anti-clotting your blood is under therapy, a surgery carries normal bleeding risk increased by blood thinners. Some advise d/c blood thinners before elective surgery. What we say is not as relevant as your surgeon who must deal with the consequences.
