What is the reason why tubal ligation is usually done right after giving birth?

In brief: Post-partum tubal
Because 1) she is in the hospital, 2) may be at risk for pregnancy after going home, 3) it is done easily through an incision right below the navel - the uterus is still large enough to access her tubes that way.
The next opportunity is 6 weeks later; this requires laparoscopy because the smaller uterus is now behind the pubic bone, and her tubes can no longer be accessed easily from above.

In brief: It's easy
Tubal ligation is technically easy right after birth, since the tubes are easily accessed.
