Is facial plastic surgery considered dermatology or plastic surgery?

Trained as surgeons. Facial plastic surgeons are trained differently from plastic surgeons. Starting w/ ent/head & neck surgery residency, then a one year fellowship in facial plastic & reconstructive surgery (rhinoplasty, facelift, browlifts, eyelid surgery, cheek/chin implants, otoplasty, facial reconstruction after trauma or cancer, cleft lip/palate.) after fellowship, oral & written boards for fps certification.
Can be either/both. The range of facial plastic surgery may fall under the experience of several ABMS BOARDS beginning with plastic surgery, otolaryngology, ophthalmology, dermatology, etc. Seek an individual with appropriate training and experience.
Could be both . Facial plastic surgery is a general term that can imply either surgical or non-surgical which can be either plastic surgery or dermatology. It depends on which procedure in facial plastic surgery you are referring to. Even though these are separate specialties, they do overlap with regards to aesthetic medicine.

Both facial plastic surgeons (trained exclusively on face and neck procedures) and plastic surgeons who do breast and body work can perform these procedures. The "core" physicians that perform plastic surgery of the face are plastic surgeons, facial plastic surgeons (ENT) and some dermatologists with special training in dermatologic surgery. There are many other physicians and non-physicians that profess expertise in these areas but may not have the necessary training to assure safe, reliable results. Do your homework!
