In brief: Yes and no

You can be an asymptomatic carrier of the germ who does not get sick with it.
Up to 4% of people are carriers year round & they don't show blood test evidence of a strep infection. Some that have an infection have symptoms mild enough not to realize they are sick.

In brief: Yes

But more often an asymptomatic person with a positive strep culture is colonized, not infected.
