My hand cast is off now, but it's still badly bruised. Is this normal?

In brief: Bruising

Bruising can take weeks to months to resolve depending upon the density of the bruising.
A bruise is blood under the skin or tissues. As it is absorbed by the body and as the blood breaks down into components, the col0r of the brusie slowly changes. For fractures, bruising can be intense and track far away form the injury site.

In brief: More/less 3 wks?

It depends on how long after the fracture.
If less than 3 weeks, it is normal but if more than 3 weeks, you should discuss with your surgeon but i assume he/she removed your cast and is aware.
