In brief: Wear socks.

Cold feet might be a sign of poor circulation.
On the other hand some people just have cold feet/hands and that is normal for them. There is also a generally benign condition called raynauds which causes cold/numb toes. See a dr. If you have discoloration of toes, pain numbness etc.

In brief: Warm them up

If you work outdoors or are exposed to cold, wear warmer shoes and socks.
Making sure your feet are dry can help. There can be medical reasons for cold feet as well: issues with your circulation, thyroid or peripheral nerves that affect bloodflow to the feet and toes. Check with your doctor if these issues might be the problem.

In brief: Cold feet

As stated , some folks just have cold feet - but they do warm up .
Working outdoors requires appropriate weather clothing . If your feet do not warm up see your podiatrist or vascular doc for an evaluation . Raynaud;'s can also be a factor , but can be very painful when extremities are exposed to cold.
