In brief: No
It is not necessary to have a pap in order to get birth control but you should be up-to-date on your health care screenings.
Going to the doctor to discuss birth control is also an excellent opportunity to talk about your risk factors and which tests are best for you. So, although it is not essential to have a pap to get contraception, it is important to your overall health care.

In brief: NO!
A gyno exam is a good idea for lots of reasons, but it's not necessary prior to getting birth control.
You should know your blood pressure, and if you have other medical problems, you should talk with your doctor, but for most healthy women, getting birth control shouldn't require an exam. The american college of obstetricians and gynecologists even says they should be available without prescription.
