In brief: Shots + IUI vs. IVF

No test of ovarian reserve is perfect - there is no fsh level so high or amh level so low that noone gets pregnant.
Ultrasound scan for ovarian volumes and antral follicle count and a Clomid (clomiphene) challenge test day 10 fsh give us more info. If you respond to injectables you have a chance of getting pregnant - i would see a rei for the above tests, then talk about IUI vs. Ivf. Ok to try IUI for 3 months.

A normal fsh is not useful in predicting fertility, but a highly abnormal result (say fsh >20 miu/ml) suggests pregnancy is unlikely with treatment involving the woman's own oocytes. No reason hmg/iui shouldn't be an option, how likely to be successful depends on your specifics.
