A URI or upper respiratory infection is medical shorthand for a common cold.
A ct scan is a very powerful (and expensive) tool for using x-rays to see 3-d images, but also exposes one to lots of radiation. A common cold is diagnosed by history and exam and does not need a ct scan to make the diagnosis. Ct can be helpful on rare occasions in the diagnosis of chronic sinus infections.
