In brief: Could be a staph inf

Could be a pustule from staphylococcus infection.
If not going away with gentle pressure and expressure of the pus , consult ur dr, if you are still symptomatic with pain/increasing swelling/fecer/burning wen you urinate.If you have any antibiotic cream like bactroban/bacitracin-unexpired one you can apply twice a day for 3-4 days.
