I have a pulsating bottom lip, which happens at unplanned momenta during the day. It looks like white bumps whilst my lip pulsates?

Doctor can evaluate. Random twitching of a small facial muscle, which happens in normal people, is called myokymia (an involuntary, spontaneous, quivering of a few muscle cell bundles within a muscle). Myokymia starts and stops spontaneously. It can last a few minutes to a few days. True pulsations and white bumps sound a bit different, so a primary care or ENT doctor should evaluate to see what it might be.
