In brief: Could be

There are natural minerals/salts that are on our skin and can be excreated in saliva and sweat.
If you lick your skin it will have a salty flavor to it.

In brief: Not likely

The tongue does perceive salt taste, but not just at the tip.
Plus, i can't connect licking your lower gums to a salty taste. So, there probably is no relationship between the salty taste and licking your lower gums.
