Usually . You can swim with tubes in place in many cases. Once they fall out, unless there is a persistent hole in the ear, it should be fine to swim. Remember that most people who need tubes can't equalize their ear pressure well. This can mean that when you are deeper under water you will have a hard time clearing your ears, which can be painful. Certainly don't scuba dive unless you can clear your ears.
