In brief: Yes
There are musculoskeletal conditions that cause scoliosis at birth.
In addition there is 'infantile scoliosis'. Scoliosis as an infant newborn can be caused by bone formation abnormalities that don't allow the spine to grow straight. These are called hemivertebrae and segmental bars. As the child grows these can cause the scoliosis to worsen. There are surgical procedures available to treat.

In brief: Not necessarily
There are instances where a kid will be born with defects in the formation of vertebrae (irregular shape, fused)that may or may not be part of a group of anomalies or syndrome.
This could be called a congenital scoliosis. Most develop it in the rapid growing period of adolescence.Recognition and care can limit the defect.Whether or not they are born with the tendency is unclear.
