Occasionally disks in the mid back (thoracic) can irritate nerves that can cause pain in the belly area (skin level).
It may be accompanied by numbness or tingling. If you have deep belly (abdominal) pain, it is more likely caused by something other than the disks. Consult your pcp, especially if you have other problems like nausea, vomiting, diarrhea, constipation, fever.

In brief: Not usually
Herniated disks in the low back usually cause back and leg pain not abdominal pain.
Even though i occasionally see people who have abdominal pain in addition to the back pain. It would be very usual for lumbar disk to only cause abdominal pain. Those people may benefit seeing GI doctor.
