There is a problem. So, for starters i would recommend she see her pediatrician.
From a foot doctor's perspective this is not an uncommon finding in someone with a flatfoot. Check her feet, if flatfeet are present an orthotic or arch support should be consider, however, the pediatric visit should come first.
