In brief: Static stretching

Hip flexor tightness can be bothersome, especially when moving from a sitted position to stand.
Stretching exercises under the guidance of your physician, physical therapist, or trainer can help with problem.

In brief: It depends

Tight hips (as well as other joints) respond to stretching, yoga, and pilates.
Occasionally a hip may be tight because of some anatomical problem e.g. Dysphasia or a problem with the lumbar spine e.g. Spondyolisthesis. If your stiffness doesn't improve, see an orthopedic surgeon and get a good exam and x-rays of your hip(s).
