In brief: 2-6 months

I am assuming you are dealing with thyroid cancer.
We usually wait until surgery has healed completely ~ 6-8 weeks and up to 6 months generally. It can always be given later as well.

In brief: Variable

Depends on the philosophy of your treating docs and the severity of your cancer.
I usually do not treat immediately after surgery but within 6 months or so. For multiple positive nodes, i will treat earlier.
