Non healed fractures need to be seen by an orthopedist.
They may need immobilization with a cast or even surgical fixation. In general we do not perform pt on a non healed fracture. Some fractures heal with deformities. Examples of this are compression fractures in the spine. These may require physical therapy to improve muscle strength and decrease pain.
