In brief: Better vision

Spectacles, with proper prescription, correct the refractive error of your eyes.
The benefits to wearing them is for clear vision. There is no downside to clear vision. Wear them when your vision requires the benefits of enhanced vision.

In brief: Yes

It is safe to wear glasses at all times they help you see better and protect you from an eye injury such as an air bag deployment, golf ball, rock hitting your eye while someone else is cutting grass.
Wearing or not wearing glasses does not hurt your eyes. Over the counter reading glasses are safe to use if they improve your vision. Prescription glasses sometimes are better.

In brief: Glasses

Yes, to see well you need the corrective lenses.
When you do not use them the eye has to work harder to make the adjustment and depending on the degree of correction this can be a problem.
