Some form of enhancement can usually be done.
Even this long out, the original flap can often be lifted for re-operation, so that a new incision is not made. The real question is why you have decreased vision this long after your original surgery. Occasionally, this is an indicator of early cataracts. See your eyedoc!

You should see an eye doctor to see why the prescription changes.
Sometimes changes in the cornea or cataract changes may be inducing refractive change. If the prescription is stable and everything else is normal, a touchup could be considered.

Depending on your current eye health and prescription, laser vision correction can be repeated.
Full laser candidacy evaluation is needed. Prk laser treatment can be a good alternative. Also, 40+year olds will start to lose near focus as well.
