In brief: Speak to your surgeo
Speak to your surgeon, but typically within a few days you could do what ever you want including eye makeup.

In brief: Usually a week
There are two broad types of laser eye surgery: those with a flap called lasik, and those done without a flap - prk & lasek.
Lasik heals rapidly and in some cases makeup can even be applied the next day, but generally a week off is recommended while eyedrops are being administered. For prk/lasek initial healing is slower, and drops are usually administered for a month or longer.
