In brief: Over sedation
Iv pain medication decreases the pain of labor, but it can also sedate the baby, it can make the fetal heart rate tracing difficulty to interpret.
Sometimes medication must be given to the baby after delivery to reverse the affects of the medication.

In brief: Depends
Some medications are essential.
If mom has group b strep she will need antibiotics before delivery. If she is in pain she may need medication. Granted some medications and even epidurals have been documented o cause some infant effects that are short lived. If they can be avoided wonderful. If they are needed, it is still fine. Risk is relative depending on what is needed and for what.
