Is there anything that quickly helps relieve tired eyes and illuminate bags under the eyes?

In brief: No quick fixes
Tired eyes can often be relieved by either lubricating eye drops (artificial tears) or an update in prescription eyewear. Dark circles or bags under the eyes are usually a natural feature of the eyes, and aside from hiding them with make-up or surgically treating loose skin, there are unfortunately no quick fixes.

In brief: Tired
For tired eyes, try some cold artificial tears such as theratears.
For the bags, try a good night's sleep. In the extreme case, surgery is sometimes helpful to remove the bags.
