In brief: PROM
Prom puts the baby at risk for infection.
If infection is manged soon after birth of baby, the baby is normal. Also, prom or membrane leak early-- leads to oligo hydramnios, that can cause some damage to lungs development of baby.

In brief: 98 %
Term babies do well if the water breaks before labor starts.
If the water breaks prematurely, that is a different answer. Before 24 weeks, about 21% survive. Between 24-26 weeks, 50-70% survive. As gestational age increases, so do survival rates. The risks to the baby are mainly due to the prematurity; like respiratory distress, neonatal infections, bleeding in the baby's brain.
