In brief: Not at all
Cataracts are a normal aging change that everyone eventually gets.
Certain types of eye surgeries may speed up the development of cataracts. However, computer monitors do not increase the risk of cataracts or other eye conditions (expect possibly dry eyes caused by excessive staring without blinking).

In brief: Not well proven
Scientific studies have not proven any association between use of a computer monitor and radiation induced cataracts- so at this point and from my experience in practice of doing over 25, 000 cataract surgeries i personally have not seen a higher incidence in computer programmers and we live in microsoft country here in seattle.
I have seen a much higher incidence in smokers and pot smokers.
