In brief: Less than 8

Unfortunately amblyopia (lazy eye) is something that has to be addressed earlier rather than later. The nerves in the eye are done developing by around the age of 8.
After that what ever vision you have lost because of the lazy depends to be permenant. Depending on the cause of the lazy eye, it may require patching, glasses or surgery.

In brief: FIX ????????????????

You don't fix lazy eye.
Lazy eye begins to happen when the brain turns off the input of a weaker eye or cancel one if a double image is generated by poor alignment. As soon as the possibility is found, you do whatever is needed to improve the weaker eye or improve alignment or you risk loosing the vision of one eye forever.

In brief: Any age

Not all cases of amblyopia can be treated without surgery.
In most cases, the earlier the problem is identified and treatment started the better the outcome.
