Does washing with water help dry, itchy, red eyes?

In brief: Not a good idea

Water in the eyes is a bad idea as it is not sterile nor lubricating.
Water can actually remove natural lubricants and make the eyes more dry!

In brief: It may not

Natural tears have a pH that is different from tap water. Tap water can actually be pretty harsh.
Although it may feel good temporarily, it may compound the problem. Artificial tears are more gentle to the eye and are more effective. Red eyes can also be allergic. You may want to have an eye doctor evaluate them if it is a chronic condition.
